OUR CONSTITUTION

The North American Plant Protection Organization (NAPPO) is a Regional Plant Protection Organization created under the authority of the International Plant Protection Convention (IPPC) of the Food and Agriculture Organization (FAO) of the United Nations.

NAPPO countries formalized this relationship in a Cooperative Agreement between Canada, the United States and Mexico in 1976. Accordingly, NAPPO is accountable to the Minister/Secretary of Agriculture in NAPPO member countries.

OUR MISSION

NAPPO coordinates the efforts among Canada, the United States and Mexico to protect their plant resources from the entry, establishment and spread of regulated plant pests, while facilitating intra/interregional trade.

OUR STRATEGIC GOALS

In order to carry out our mission, NAPPO strives to achieve the following strategic goals:

Industry Group Involvement:  Incorporate industry perspectives, interests, and priorities into NAPPO decision making. The Environment: Incorporate environmental perspectives, interests, and priorities into NAPPO decision making.
World Trade: Ensure that NAPPO regional commodity and pest specific standards for phytosanitary measures are consistent with the provisions of the International Plant Protection Convention and the World Trade Organization Agreement on the Application of Sanitary and Phytosanitary Measures, leading to the ultimate goal of global adoption of these standards. NAPPO Reputation: Rapidly develop NAPPO regional standards and NAPPO positions on international standards and decisions of other international organizations.


 

OUR ORGANIZATION

The NAPPO Executive Committee is composed of the head of the National Plant Protection Organizations of Canada, the United States and Mexico. The Executive Committee provides overall leadership and strategic direction for the organization.

Day to day activities are managed by an Executive Director assisted by a Secretariat, independent of the three national governments.

The NAPPO Working Group, composed of one government representative of each country, provides technical and administrative support to the Executive Committee and the Executive Director. An Industry Advisory Group, composed of one industry representative per country, coordinates the industry interaction with NAPPO.
NAPPO Panels composed of scientific and regulatory experts of the three countries, develop phytosanitary standards and address other technical subjects.  Industry representatives are encouraged to attend panel meetings and may participate in discussions. NAPPO holds an annual meeting hosted by one of its member countries on a rotational basis. NAPPO panels report on their progress, industry and government officials are provided with opportunities to communicate their priorities, and symposia are held on contemporary plant protection issues of a regional, hemispheric or global nature.

OUR RESPONSIBILITIES

NAPPO has responsibilities at the regional, hemispheric and global level.

Regional:   Developing regional phytosanitary standards which facilitate the safe movement of plants, plant products and other regulated articles into and within the NAPPO region is a key responsibility. These include for example, standards for commodities such as potatoes, grapevines and citrus; standards for the regulation of biocontrol agents and products of biotechnology; standards for other regulated articles such as wood packing materials and other generic standards such as accreditation of officials to issue phytosanitary certificates.

In addition, NAPPO provides technical support to the Sanitary and Phytosanitary Committee of the North American Free Trade Agreement.

Hemispheric: NAPPO is a member of the Interamerican Coordinating Group in Plant Protection which brings together the regional plant protection organizations of the Americas to coordinate their efforts in protecting the hemisphere from the entry, establishment and spread of regulated pests. This group provides the opportunity to discuss emerging pest situations, to coordinate our control efforts and to provide technical assistance. Global:  On a global level NAPPO supports the Secretariat of the International Plant Protection Convention by assisting in the development of international standards for phytosanitary measures and monitoring their application in the NAPPO region.
